Pressure mounts on the Dalai Lama to solve the problem of religious freedom amongst Tibetan exiles

News Update from Dorje Shugden Devotees Charitable Society, Delhi, India, September 16 2008

Delegation from the European Tibet Support group urge a resolution to the conflict

Recently, five delegates from the European Tibet Support group came to Dharamasala. They said:

“For the last few months, Shugden devotees have protested widely. They are alleging that there is no religious freedom in the Tibetan exile community. A lot of world have picked up on this news and people are starting to pay attention to the issue.

On the other hand, we are fighting for religious freedom in Tibet. When there is a claim of a violation of religious freedom amongst Tibetan exiles, it is difficult for us to do our work.

Therefore, it would be good if you could solve this problem among yourselves.”
The speaker of the Tibetan parliament and some others said that they would discuss the issue during the session and invite the European delegates. However, Kalon Tripa Samdhong said there was no need to invite them since it is a Tibetan issue, and that they are not yet ready to reply to the European delegates.

Court proceedings against the Dalai Lama and Kalon Tripa Samdhong

The first hearing was held at the Delhi High Court on September 12. The lawyer for the Dalai Lama and Samdhong Rinpoche sought more time, surprisingly saying that they could not reply yet. They have sought an extension until November 19 2008.

This is the second delay in the hearing of this case. Does the Dalai Lama think he can postpone indefinitely? It's clear that he has no answer because he is guilty of Deity discrimination under India law and he has no reasonable defence.

It's only a matter of time before the chickens come home to roost.

The Dalai Lama's government are running out of time....they can solve this problem by asking the Dalai Lama himself to apologise and lift the ban on Shugden people.

As a critic of the Shugden practice, I think the delay might actually be a good sign for both parties. I actually am hopeful that an agreement can be reached.
Why? There are some major meetings that have been called in Dharamsala, including several major cabinet meetings and TGIE general conferences. My feeling is that during these meetings the TGIE might come up with an offer for the Shugden society, along with a new plan for the Tibetan cause.

I don't think it will be what the WSS is looking for (i.e. I'm sure the opinion of the majority will be that Shugden is still a questionable deity), but I do think they might introduce some measures to resolve this dispute. Perhaps offering to require laypeople not to turn the devotees away from shops, etc.

I am in regular contact with monks at both Ganden and Sera monasteries and have been told the tensions have greatly eased. If the monks can live together while holding seperate prayers and debates, and conflicts have been pacified, co-existence of the two seperate communities in the monasteries may be an excellent solution.

I disagree that this delay is a bad sign. Probably HHDL and the Kalon Tripa (PM) want to consult with the TGIE before drafting a plan for some sort of agreement.

While the WSS may see the case going to court as a victory, I really disagree. It is better if an agreement can be reached privately. A court case inevitably damages the reputations of all parties involved and the feeding frenzy that would result would damage the reputation of Tibetan Buddhism - harming the livelihood and opportunities of both Shugden and non-Shugden lamas.
If instead of praying to "win" we pray for an agreement, I think both sides would be better off.

You can see from here that the emergency meeting will have two days before the court date:

What: Tibetan EMERGENCY MEETING
Where: TCV Upper Dharamsala hall
When: Nov 17- 23, 2008

Dharamshala September 15 - The Tibetan Parliament today discussed the draft proposal for an emergency meeting on Tibet. According to the draft proposal the ‘Special Meeting’ is to be held from November 17 to 22 at the Tibetan Children’s Village School here, and participated by the incumbent Kalons (ministers) and ex- Kalons (Kasur), the current and former members of the Tibetan Parliament in Exile, former government officials above the rank of Joint Secretary, representatives of the Tibetan Non-Governmental Organizations, Tibetan intellectuals and experts, and Tibetan youth etc. The draft proposal will be presented before the Dalai Lama for approval and is subject to modification.

I am sure that the issue will be discussed at this meeting. Because this is a spiritual and political issue, it isn't possible to resolve it in an Indian court, where the people don't understand the nuances.

Also both sides would hope for a court victory, I don't think either side would get one. Most likely, may of the points would be impossible to prove or just too darn Tibetan in nature to be considered seriously by a secular court.

If a settlement can be reached agreeable to both parties, this will prevent the conflict from escalating. Though the WSS seems sure of victory, if you investigate the statements and history of some of the plaintiffs, especially Kundeling Losang Yeshe, I don't think any judge would find such people trustworthy.

I disagree that a court case damages reputations. From one point of view the reputation of Shugden people could not be lower! We are praying for the truth to be recognized - that is all.

A proper hearing of all the issues in a court of law - with its clear rules about what does and does not constitute evidence - would be very helpful as it will establish who has been breaking the law and who has not been breaking the law.

Many people are interested in the truth of this matter coming out under the fair and just system to be found in the courts of a democratic state like India, free from political pressure.

The Dorje Shugden people are ready for the court action - it is clear that the Dalai Lama is definitely trying to buy time for an out-of-court settlement. I doubt that Shugden people will be interested in such behind the scenes deals; they are fed up with politicking.

European Tibet Support groups are all 100% supporters of the celebrity monk; they just want the celebrity monk to modified things a little so they can continue to support the dictator. That means continue to fight against Tibet economical development and want Tibet remain a historical museum, with this celebrity monk as the head of Tibet.

The Tibetan Parliament in India is a fake democracy organization, all of them are supporters of the celebrity monk and no opposite view, both politically and or religiously, is allowed.
Some examples:
How many Dorje Shugden worshippers are in this organization? None.
How many are putting the welfare of Tibetan people first when they engage the Beijing government? None, they just engage the Beijing government what the celebrity monk wants. The main thing is he wants to be the head of Tibet again. One thing this celebrity monk has forgotten is to ask the former slaves and their young generations whether they accept him or not. He needs to ask because he cannot enslave them anymore.
How many people who are against the mix of politics and religions in this organizations? None.
The list can go on and on------

European Tibet Support groups do not want to look bad because some people in the community oppose the celebrity monk; they must find ways to make westerners believe all Tibetans are standing behind the celebrity monk and he is the Political and Religious head of Tibet without question. In other words, stab Dorje Shugden worshippers at the back instead of the front because people will not see it.
Tibetan parliament the 100% supporter of celebrity monk will discuss the issue with European delegates (also 100% supporter of celebrity monk) in the background. Dorje Shugden worshippers will be stabbed at the back. Are we ready to take that yet?
